Pay

Pay, along with health care, workplace protections and retirement benefits for State employees are at the core of VGEA’s mission. This is also reflected in our annual Legislative Priorities. The Commonwealth’s stated employee compensation goal is to provide a total compensation package that is comparable to the private sector and the State’s peers.

The last comprehensive review to measure whether this statutory goal was being met occurred as part of the 2015 Annual Salary Survey prepared by the Department of Human Resource Management (DHRM).  This study confirms that State employee salaries have continued to fall even further behind comparable private sector jobs. During the Great Recession, the VGEA was successful in getting bonuses for State employees in some years, the only public employee group recognized by the General Assembly for any type of affirmative pay action during this time period.

In 2013, the VGEA won the first real base pay increase in six years for State employees with a 2 percent salary raise, along with a $65 per year pay boost for every employee with at least five years of continuous service; to help correct a lag in pay between new employees and those with more years of service (referred to as pay compression). In 2014, a raise was in the budget, but it was not passed. The VGEA was successful again in 2015, with the General Assembly awarding the same raises as 2013, plus additional increases for many high turnover positions. With the State’s economy slowly continuing to recover, VGEA’s goal is to continue to pursue regular salary increases every year to close the public-private salary gap.
