Executive Director – J. Marshall Terry

Marshall Terry, a native of Pittsylvania County’s Ringgold community, brings over 50 years of dedicated service and expertise to the Virginia Governmental Employees Association (VGEA). With a distinguished career spanning 40 years at the Tax Department, Marshall has been a committed VGEA member, actively contributing to the association for over five decades. His extensive experience includes serving on various committees as both Chair and member, as well as holding the positions of VGEA Vice President and President. Marshall has also served as President of the Working Assembly of Governmental Employees (WAGE), an organization the VGEA is affiliated with, and currently serves on its executive board as Member-at-Large. His unwavering dedication to the Commonwealth and the association makes him a formidable advocate for both active employees and retirees, truly embodying the VGEA slogan, “The Voice of State Employees.”

Lobbyist – Dylan Bishop

Dylan Bishop is a distinguished partner at the national law firm Eckert Seamans, where he excels in providing strategic counsel to businesses and trade associations. With a robust background as Chief of Staff for a Virginia Senator, Dylan has a profound understanding of legislative, regulatory, and administrative processes. His expertise in advocacy and regulatory compliance has been instrumental in advancing the interests of the VGEA and its members. Recognized for his dedication and exceptional legal acumen, Dylan continues to be a pivotal asset in navigating complex legal landscapes to achieve impactful results for VGEA.


Membership Development – Rick Fowler

Rick, a native of Danville, VA, retired in 2018 from the Division of Child Support Enforcement in the Danville District Court after an accomplished career. With over three decades of association membership, Rick brought substantial experience and leadership to the VGEA Board of Directors, where he served for five years. As the president of the Southside Chapter, his strategic vision and dedication significantly advanced the association’s mission. Rick is a well-known figure in the Capitol building and on its grounds, ensuring that legislators are fully aware of VGEA’s priorities and initiatives. He actively promotes the association at On The Square events and is committed to recruiting new members and strengthening VGEA’s influence and reach. A graduate of the Technical Institute of Alamance in Burlington, North Carolina, and Dan River High School in Ringgold, Virginia, Rick balances his professional endeavors with quality time spent with his wife and two daughters. His unwavering dedication, strategic advocacy, and leadership make him an invaluable asset to VGEA and its members.


Members Services – B. Ann Winslow

Ann Winslow, originally a farm girl from Smithfield, Virginia, brings a wealth of financial management skills to the VGEA. In her role as Member Services Specialist, Ann processes membership dues payments and maintains thousands of membership database files. She answers many emails and call-in member questions. She also supports the Executive Director with administrative duties. Before joining the VGEA staff, Ann worked in several progressive positions during 26 years of service at Truist Bank in Richmond and studied Criminal Justice at Brightpoint Community College. She also currently serves as a Money Management Volunteer with Senior Connections and enjoys spending time on the James River with her family.


Consultant – Liz B. Baker

Liz B. Baker is a dynamic executive with over two decades of experience in Fortune 500 corporate, non-profit, and start-up operations. As the Founder and CEO of Nimbology, Liz empowers teams through coaching and fractional executive services that seamlessly integrate human intelligence (HI) with artificial intelligence (AI), strategy, and industry context to drive transformative success and innovation. At the Working Assembly of Governmental Employees (WAGE), an organization the VGEA is affiliated with, Liz serves as Executive Director where she champions employee advocacy and organizational effectiveness. Her vision, creativity, and commitment to ethical innovation inspire teams to optimize processes, foster community engagement, and drive transformative change, delivering impactful results across various sectors.
