VGEA Mobilizes State Employees as 2026 General Assembly Decisions Take Shape

As the 2026 Virginia General Assembly gets underway, major decisions affecting state employees and retirees are already being formed, often out of public view and early in the legislative process.

In response, the Virginia Governmental Employees Association (VGEA) is preparing to bring state employees directly into the conversation through its annual Legislative Day on February 23, 2026, at the Capitol in Richmond.

Legislative Day is designed to ensure lawmakers hear directly from the workforce that carries out the Commonwealth’s mission every day, before policy decisions are finalized.

“By the time many bills reach the floor, the direction is already set,” VGEA leadership said. “Direct engagement early in the session can influence how workforce issues are understood and prioritized.”

Early Presence, Real Influence

Legislative staff and lawmakers consistently acknowledge that constituent engagement carries disproportionate weight. Budget assumptions, workforce priorities, and legislative framing are often established weeks before formal votes occur.

VGEA’s Legislative Day is timed to place state employees inside that window, meeting directly with legislators and staff while outcomes are still being shaped.

Why Numbers Matter

Lawmakers regularly cite two factors that elevate workforce issues on their radar:

• Repeated engagement from constituents
• Consistent messages delivered by multiple people across districts and agencies

Legislative Day creates that pattern.

When legislators hear similar concerns from employees across different agencies delivered professionally and grounded in lived experience, it reinforces that these issues are systemic, not anecdotal.

“Data matters, but people remember stories,” the VGEA team noted. “Especially when they hear them more than once.”

A Professional Presence at the Capitol

Participants in Legislative Day meet with legislators and staff in small groups and are formally recognized during a General Assembly session. VGEA leadership and its legislative advocate provide guidance and support throughout the day.

The goal is not confrontation, but credibility: informed constituents, showing up consistently, and engaging respectfully.
