The VGEA Responds to New Teleworking Policy

We are all relieved that the pandemic is largely behind us due to the development and widespread implementation of the COVID-19 vaccine. As part of the return to pre-pandemic normalcy, Governor Youngkin announced on May 5th that state employees are expected to return to their jobs in person on Monday, July 5th. In conjunction with this announcement, the Governor also implemented a new teleworking policy for state employees. The policy provides options for and supports the use of telework where appropriate.

In short, state employees may submit a Standard Telework Agreement form to request regular telework for one, two, or three+ days a week. There is also an option for employees to request two weeks of continuous telework due to extenuating circumstances.

We acknowledge that across the Commonwealth state employees may have different work locations:

  • They may have been home-based (teleworking) for years and there is no office space
  • Others may work in a location that is not a state agency but one that is part of a local-state partnership
  • Many are in agency facilities and the message of returning to the office can be confusing

There have been many calls and email messages about the change in the telework policy.

In response, we contacted the Department of Human Resource Management (DHRM) to gain more perspective on the issue. What we have learned is the following:

  • It is important to inquire within your agency starting with your supervisor and/or Human Resource Officer about the new policy. They may have already been in discussions with agency leadership and may provide insight.
  • Agency heads are also in dialogue about the impact of the policy and are seeking answers from the administration. We expect that there will be communication from your agency as they process this.
  • Visit the DHRM Telework Policy Frequently Asked Questions (FAQ) section for the most updated information. As they get questions from employees, the Telework Policy FAQ is being updated. This is the most efficient way for all of us to stay informed.
