On the Verge of Victory: VGEA’s Role in Shaping State Budget

Richmond, VA – Following a dynamic legislative session, the Virginia Governmental Employees Association (VGEA) remains focused on the progress of the state budget as it undergoes Governor Youngkin’s review. The VGEA’s concerted advocacy efforts have been instrumental in shifting the budgetary proposals towards more favorable outcomes for state employees.

The budget, which was passed by both the House and the Senate, is a significant milestone in VGEA’s advocacy journey. The association, along with allies like Senator Hashmi, played a key role in advocating for a rise from the initially proposed 1% raises to a 3% salary increase each year for state employees for the next biennium.

“The movement from 1% raises to 3% annually is a clear testament to the strength of our collective advocacy,” said VGEA Executive Director, Marshall Terry. Despite the absence of the proposed 1% bonus in the final budget, the salary increase marks a significant achievement for the organization.

VGEA lobbyist Dylan Bishop provided a detailed overview of the budget process and the importance of the upcoming phases:

• Governor Youngkin’s review and potential amendments are expected by April 8.
• The General Assembly will reconvene on April 17 to address the Governor’s actions.
• The effective date for enacted legislation is set for July 1.

In addition to the raises mentioned above, other elements of the budget that we believe VGEA members will want to consider include the following:

• Enhanced oversight for state employee health insurance plan modifications.
• A $1 million allocation for a child care center near the state government seat in Richmond.
• Restoration of funds for the Department of Accounts to support staffing needs.
• Establishment of a Correctional Officer Career Pipeline Pilot program.
• A directed study to assess staffing needs and facility usage at the Department of Corrections.
